    Following the contested presidential election, Ashraf Ghani and Abdullah Abdullah struggled to form a government under the power-sharing agreement brokered by U.S. Secretary of StateJohn Kerry. The agreement required the two leaders to jointly appoint ministers, but deep disagreements over power distribution, candidate qualifications and political expectations led to a prolonged deadlock.[2]
